New Haven, Connecticut became the first city to offer municipal IDs to both citizens and undocumented immigrants which make it easier to use city services, like signing up for a library card or opening a bank account. Two days later, Federal Immigration and Customs Enforcement officials conducted an immigration raid and arrested 31 residents.
