The Supreme Court is debating whether 51 Mexican prisoners on death row in Texas should have new court hearings. The International Court of Justice ruled that Texas officials violated the 1963 Vienna Convention by failing to provide the Mexican nationals with proper access to their country's consular officials. President Bush has sided with the International Court but Texas officials assert that international courts have no jurisdiction in their state.
